Professor (Dr.) Raghuvinder Singh is currently serving as the Dean of the School of Law at Bahra University, Waknaghat, in Himachal Pradesh. In his role, he promotes the delivery of quality legal education combined with strong practical exposure.

Talking about his childhood, Professor Raghuvinder Singh shares that he hails from Una district in Himachal Pradesh and was born on 18 January 1964. He completed his schooling from Government High School, Haroli, Una and later pursued his higher education at Government College, Una. His academic journey in Law was further strengthened at Himachal Pradesh University, Shimla, where he completed his LL.B., LL.M., and PhD.

Dean Dr. SIngh began his teaching career in 1994 at St. Andrew's Post Graduate College, Gorakhpur, an institution often regarded as the “Oxford of Eastern Uttar Pradesh.” In 1997, he joined Himachal Pradesh University, Shimla, as an Assistant Professor. Over the years, through consistent dedication and academic contribution, he progressed to the positions of Associate Professor and later Professor. His administrative and academic leadership extended to several important roles, including Dean and Chairman of the Department of Law at Himachal Pradesh University, as well as Director of the University Institute of Legal Studies in Shimla. He also served as Chief Warden of the university hostels and contributed as a member of various academic and research bodies such as the Board of Studies and the Research Degree Committee.

In addition to his institutional responsibilities, Prof. (Dr.) Raghuvinder Singh has actively participated in several international academic engagements. He has visited several countries, particularly in the South-East Asian region, including Thailand, Indonesia, Vietnam, and Hong Kong. During these visits, he presented and contributed research papers, reflecting his involvement in global academic discourse and legal scholarship.

When asked about his inspirations, Prof. (Dr.) Raghuvinder Singh says he regards Dr. I. P. Massey, a distinguished figure in the field of law, as his role model. The influence of Dr. Massey played a significant role in shaping his decision to pursue a career in legal education. By following his example, Professor Raghuvinder Singh developed a strong commitment to teaching, research, and the advancement of legal studies.

Professor Singh further highlights a fundamental principle of law that deeply influences his perspective. He underlines the well-known legal maxim,

“Law helps those who are vigilant about their rights.”

According to him, the law functions effectively only when individuals are aware of their rights and are willing to assert them. If a person does not raise their voice or seek justice through proper legal channels, the system cannot intervene on its own. Therefore, awareness, proactiveness, and the willingness to approach legal institutions such as courts are essential for ensuring justice. This principle reflects the active role that individuals must play in safeguarding their own rights within a legal framework.
